The meeting highlighted that Germany, Poland and Italy have declined to send boots on the ground, citing security and political concerns. Other European states weighed in: Turkey said it could provide naval and logistical support; Spain, Belgium, Estonia, Lithuania, Sweden and Finland signaled interest, though Finland later ruled out combat roles. The alliance is still too limited, with only the two nuclear‑armed powers confirmed, leaving the rest of NATO and the EU divided over participation.
