On January 14 2026, Steve Witkoff, Donald Trump’s special envoy, announced the launch of Phase 2 of the U.S. 20‑point plan to end the Gaza conflict. The plan calls for a 15‑member technocratic Palestinian committee—headed by former PA deputy minister Ali Shaath—to administer the war‑torn enclave while overseeing demilitarization and reconstruction. Hamas, which has regrouped since the October ceasefire, remains required to disarm. Since early October, the Gaza Health Ministry reports 440 Israeli‑fire fatalities, including over 100 children, and the UN estimates reconstruction will cost over $50 billion. The committee will operate under an international Board of Peace, with talks ongoing in Cairo, Qatar and Turkey.
