On March 24, 2019, US Attorney General William Barr released a four-page summary of Special Counsel Robert Mueller's report, stating that Mueller found no evidence that Donald Trump or his campaign conspired with Russia to interfere in the 2016 presidential election. Barr told Congress that while the Mueller report did not exonerate Trump on obstruction of justice allegations, it also did not conclude that he committed a crime. Mueller identified 'difficult issues' of law and fact regarding obstruction but ultimately did not make a prosecutorial judgment. Barr and Deputy Attorney General Rod Rosenstein concluded there was insufficient evidence to establish obstruction of justice by Trump. The investigation examined 2,800 subpoenas, 500 search warrants, 500 witnesses, and employed 40 FBI agents and 19 lawyers over two years. Trump immediately claimed 'complete and total exoneration' from Mar-a-Lago, Florida, while White House Press Secretary Sarah Sanders called it a 'total and complete exoneration.' The findings dashed Democratic hopes of using collusion evidence to defeat Trump in 2020 or impeach him.
