The probe shows that exclusive build‑to‑sell agreements and license term tweaks give the giants first‑right to run new locations, effectively shutting out competitors such as independent grocers and niche markets. The report cites cases in Alberta, Manitoba and Ontario where developers’ clauses bar rival supply lines, contributing to higher prices and limited product diversity for shoppers. While a national grocery code of conduct went live on Jan 1 2024, enforcement remains weak, leaving many communities vulnerable to monopolistic practices.
