Paralyzed Survivor Shakes Up Quebec Amid Secularism Laws

Aymen Derbali, paralyzed from the chest down, survived a Jan. 29, 2017 shooting at the Islamic Cultural Centre in Quebec City that killed six men and injured 19. Nine years later he speaks at schools and rallies for tolerance, while criticizing Quebec’s secularism bills. Bill 21 (2019) banned religious symbols for certain public officials; Bill 94 (2024) extended the ban to anyone interacting with students; and Bill 9 (Nov. 2025) targets public prayers and extends symbol restrictions to daycare workers. Derbali claims these laws deepen Islamophobia, citing the loss of a niece’s freedom and a wave of hate comments online. He urges Quebecers to protect freedoms and counter hate by fostering dialogue.
