In December 2025, Ontario's Immigrant Nominee Program (OINP) changes left international graduates and skilled workers uncertain about their Canadian permanent residency applications. Muhammad Haseeb Ahmad, a 25-year-old from Pakistan with a master's in AI from University of Windsor, applied in 2024 and waited over a year. Ontario is reducing OINP streams from nine to four and suspending the skilled trades stream indefinitely due to fraud, affecting 2,600 applicants, including Ankit Kumar Patel, a 29-year-old CNC operator who arrived in 2019 and now plans to return to India. Federal immigration caps were cut by about 50%, with Ottawa aiming for 'more sustainable' levels. The Ministry cited systemic fraud including falsified payroll records and forged employer letters. Immigration lawyer Lou Janssen Dangzalan called the move disruptive, warning applicants should plan for possible departure. NDP's Alexa Gilmour criticized the overhaul as a potential 'jobs disaster' and called for due process for affected workers.
