In early 2026, New Zealand announced a sweeping reform of its local‑government system that would replace regional councils with combined territorial boards. The draft proposal, released on 27 November 2025, seeks to reduce duplication and improve efficiency by having a single tier of elected representation—mayors elected to new boards whose votes are weighted by population. The plan calls for a two‑year period to produce regional re‑organisation plans that balance cost savings with local interests and Treaty of Waitangi obligations. Critics argue that removing regional bodies could dilute Māori representation, limit accountability, and worsen existing staffing and funding issues inherited from the current Local Government Act 2002. Public consultation is open until the end of the year, ahead of the 2026 general election.
