Infrastructure Minister Liz Kimmins has unveiled proposals to toughen up mobile phone laws while driving in Northern Ireland. The new measures, which could come into force next year, would close a major loophole that currently allows drivers to use phones at traffic lights. Under the proposed changes, motorists could be prosecuted for almost any use of a mobile phone behind the wheel, with 'automatic' fines issued. The announcement was made on December 28, 2025, as part of a broader clampdown on distracted driving. The proposals aim to reduce road accidents and fatalities by making it illegal to hold or use a phone in any circumstance while driving, even when stopped at red lights.
