Canada Revenue Agency says $10 billion in pandemic benefits was paid to ineligible recipients and must be repaid.

The Canada Revenue Agency (CRA) says it's owed $10 billion from individuals who received COVID-19 pandemic benefits but didn't meet eligibility requirements. From April 2020 to June 2022, the CRA paid out approximately $84 billion in benefits, but $14 billion went to ineligible recipients who failed to meet the minimum $5,000 net income threshold. Most of the debt comes from the Canadian Emergency Response Benefit (CERB) and Canada Recovery Benefit (CRB). Since 2022, the CRA has recouped about $4 billion through repayments but $10 billion remains outstanding. The agency warns it will take legal action including wage garnishments and bank account freezes against those avoiding repayment. As of November 30, 2025, the CRA had processed $621 million in reversals for about 55,000 individuals after eligibility reviews.
