On Thursday during the Liberal cabinet retreat at the Citadelle in Quebec City, Prime Minister Mark Carney abruptly cancelled a scheduled news‑conference. He left the venue by 5:10 p.m. and departed on a flight to Ottawa, after attending the World Economic Forum in Davos. With Carney unavailable, Finance Minister François‑Philippe Champagne took the podium for about 22 minutes, addressing questions on the U.S. relationship, Canada‑China trade, food security, and the proposed Golden Dome missile‑defence. In the same breath, Trump’s tweets criticised Canada’s trade pact with China and its stance on Gaza. The swap left reporters frustrated and raised questions about government accountability.
