On 29 January 2026 CBC News reported that Vice‑Admiral Angus Topshee, commander of the Royal Canadian Navy, confirmed Canada will not arm its Coast Guard except in wartime, citing the need for a compelling reason. The decision follows the 2025 merger of the Coast Guard into the Department of National Defence, a move aimed at boosting Arctic surveillance rather than militarising civilian ships. Parliament passed Bill C‑12, expanding patrol mandate and intelligence sharing, but top officials, including Defence Minister David McGuinty and Lt‑Gen Steve Boivin, stressed the agency remains civilian and will be defended by navy assets if attacked. In contrast, nations like the U.S., Sweden, Norway, Finland, Denmark, Iceland and Russia maintain armed shore‑based and mobile Coast Guard fleets.
