Mayor Jeromy Farkas warned that the broken Bearspaw south feeder may take years to replace, while university scholars note fatigue and eroding trust are dampening conservation. Experts say without penalties, citizens remain hesitant; a minimum of 30 litres per day per household is recommended to prevent system overload.
