Calgary Faces Infrastructure Woes After Water Main Breaks

Two catastrophic water main breaks in Calgary’s Bearspaw distribution system in 2024 and 2025 have forced officials to re‑examine a $7.7 billion infrastructure gap first estimated in 2020. Former Ward 12 councillor Evan Spencer demanded $480 million over three years for roads, sidewalks, parks, transit and wastewater. A 2024 report says 11 % of assets are in poor condition and that $132 million a year for ten years would bring road quality to the national average, versus $88 million to merely maintain it. Transit planners cite the need for 20 new CTrain cars and a $30 million track upgrade downtown. The city also faces a looming surge in the population toward two million residents.
